NATIONAL TECHNICAL INFORMATION SERVICE

SECTION 1. PURPOSE.

.01This Order prescribes the organization and assignment of functions within the National Technical Information Service (NTIS). The scope of authority and functions are in Department Organizational Order 30-7A. 02This revision:

(a)Establishes the Office of Data Services and abolishes the Office of Federal Services; establishes the Office of Program Development and abolishes the Office of Product Management and Acquisition; and establishes the Office of Program Management and abolishes the Office of Production Services.

(b)Transfers the content management of the NTIS internet site from the Office of Production Services to the Office of Program Development; transfers functions from the Office of Production Services to the Office of Program Management; and transfers program and project operations, program and project portfolio development and management, and the development and coordination of agreements and memoranda of understanding from the Office of Federal Services to the Office of Program Management.

(c)Revises the organization chart accordingly.

SECTION 2. ORGANIZATION STRUCTURE.

This organization structure and lines of authority of NTIS shall be as depicted in the attached organization chart (Exhibit 1).

SECTION 3. OFFICE OF THE DIRECTOR.

.01The Director, National Technical Information Service, as head of NTIS, manages and is responsible for all activities of the organization within the guidelines set by the Under Secretary of Commerce for Standards and Technology. .02The Director will have a Deputy Director, who will perform such functions as the Director shall assign or delegate; and shall perform the functions of the Director in the event the Director is unable to carry out his or her duties, or during a vacancy in the office.

SECTION 4. OFFICE OF THE CHIEF FINANCIAL OFFICER.

The Office of the Chief Financial Officer is headed by the CFO who is responsible for managing all functions relating to financial management. The Office ensures control over and accountability for all NTIS funds, property and other assets. These functions include:

a. Developing NTIS budgets, financial plans, financial reports and analysis;

b. Developing, maintaining and operating NTIS financial systems;

c. Providing financial advice to the NTIS Director;

d. Providing financial management services to NTIS components, customers and source clients; including, but not limited to, regular component and project level financial statements to monitor, control and manage solvency;

e. Providing management analysis, administrative management, procurement, facilities management, property management and services to NTIS elements and other agencies;

f. Providing business requirements and financial expertise for the development and maintenance of NTIS financial systems;

g. Conducting quarterly financial reviews with senior component managers to ensure financial performance is meeting established targets; and

h. Ensuring audit readiness and accuracy, consistent with applicable U.S. Government generally accepted accounting principles and prescribed Departmental accounting policies and procedures.

SECTION 5. OFFICE OF THE CHIEF INFORMATION OFFICER.

The Office shall be headed by the CIO who is responsible for:

a. Developing and administering plans, policies and standards for NTIS acquisition and use of information technology as stated in Federal laws and policy;

b. Planning, developing, operating and servicing centralized and decentralized network information technology capabilities and associated telecommunications network including, but not limited to, help desk services and productivity tools;

c. Developing, implementing, and documenting operational plans, policies, standards for security of NTIS information technology products and services, including assessing, controlling, and managing security risks in accordance with laws, regulations, policies, and best practices;

d. Ensuring that all NTIS systems, projects, and programs are in compliance with Federal and Department standards for information assurance, privacy, section 508 compliance, and contingency and disaster recover planning;

e. Conducting feasibility studies and analysis of alternatives, calculating return on investment, reparing statements of work and justifications, and assisting in the procurement and delivery of information technology solutions and systems;

f. Monitoring the performance of IT resources utilizing mechanisms such as Tech-Stat and Portfolio-Stat;

g. Providing IT system inventory, configuration, and change control management;

h. Providing application development support including design, testing and implementation to production environments in order to support strategic objectives and mission needs;

i. Providing design support and administration to ensure data integrity and reliability of NTIS operations/production databases;

j. Providing training, consultation, technical documentation, and operation of information technology and telecommunications systems to meet the needs of programs and management;

k. Developing and maintaining the NTIS enterprise information technology architecture, ensuring that the architecture supports business requirements and that new technologies comply with the established architecture; and

l. Coordinating with Department of Commerce CIO on enterprise-wide information technology initiatives, strategies, and collaborative projects.

SECTION 6. OFFICE OF PROGRAM DEVELOPMENT.

The Office of Program Development is headed by an Associate Director, who is responsible for:

a. Building and managing relationships with Commerce bureaus and other Federal agencies to support the NTIS mission and strengthen agency, partner, and vendor satisfaction through communications, feedback, advocacy, issue resolution, requirements gathering, and use of Customer Relationship Management (CRM) tools;

b. Analyzing and recommending program and project concepts; identifying and recommending new programs and projects and/or expansion/upscaling of programs and projects with new and existing customers;

c. Recommending business process improvements to strengthen customer engagement, relationship management, and strategic innovation in programs and projects;

d. Recommending strategic alliances and teaming arrangements involving bureaus, agencies, and joint venture partners;

e. Identifying and recommending opportunities for new programs and projects to leverage advances in data science and engineering, information technology, and software development practices including, but not limited to, agile and collaborative development process, DevOps process, program and project management methods; and

f. Performing functions relating to the content management of the NTIS internet site, market research, market development and external outreach supporting program development.

SECTION 7. OFFICE OF PROGRAM MANAGEMENT.

The Office of Program Management is headed by an Associate Director who is responsible for:

a. Developing and maintaining experience in managing programs and projects that leverage advances in data science and engineering, information technology, and software development practices including, but not limited to, agile and collaborative development process, DevOps process;

    b. Managing the operational components of a project including responsibility for successful project delivery and outcomes;

    c. Developing, implementing, and continuously improving business processes for all aspects of program and project portfolio development and management; and

    d. Providing operational project support services including, but not limited to, resource allocation and management, risk management, investment analysis, results management/tracking/ reporting, document control, data management, and other administrative activities to support projects and programs.

    SECTION 8. OFFICE OF DATA SERVICES.

    The Office of Data Services is headed by an Associate Director who is responsible for:

    a. Providing leadership and technical expertise in data science, engineering, and best practices to deliver programs and projects including, but not limited to, in-house and/or joint venture programs and projects;

    b. Providing data services for creating unique platforms for accessing, analyzing, and using data; combining and using data in new ways for enabling innovative products and services; and delivering better data services to businesses, communities, and citizens;

    c. Providing data services that span the entire data delivery pipeline including, but not limited to, data discovery and usability, data interoperability and standards, data analytics and forecasting, data infrastructure and security, and associated applications and databases. Data services will include the full software development life cycle;

    d. Leveraging advances in data science, engineering, and best practices including, but not limited to, agile and collaborative development processes; DevOps process to tightly integrate software development with quality assurance, deployment, and operations; and life cycle approach to software development (plan, code, build, test, release, deploy, and operate);

    e.  Establishing, leveraging, and maintaining strong teaming relationships with the Program Development Office, the Program Management Office, and Office of the Chief Information Officer to develop and execute data programs and services; and

    f. Establishing, leveraging, and maintaining strong collaboration with the Commerce Chief Data Officer, Commerce bureau data leads, GSA's Technology Transformation Service, and Chief Information Officers at the federal, agency, and bureau levels.

    SECTION 9. EFFECT ON OTHER ORDERS.

    This Order supersedes Department Organization Order 30-7B, dated October 28, 2010. Signed by: Director, National Technical Information Service
