Robert Heilferty

Robert Heilferty is Chief Counsel for Trade Enforcement & Compliance, Office of the General Counsel, U.S. Department of Commerce.  He manages an office of more than 30 attorneys handling legal review of the agency's antidumping and countervailing duty determinations, the resulting litigation before U.S. courts, NAFTA Chapter 19 panels, and the World Trade Organization.  He also oversees legal work related to the agency's foreign trade zones program, steel import monitoring, and the steel and aluminum product exclusion processes resulting from Presidential action pursuant to section 232 of the Trade Expansion Act of 1962, among others. 

Mr. Heilferty is a 1988 graduate of the Columbus School of Law, Catholic University of America, where he also served as an adjunct lecturer on comparative and international trade law from 1994-2008.
