Will Hamby-Hopkins is a Senior Counsel in the Office of the Chief Counsel for International Commerce (OCC-IC). Will has been with the office since 2017, focusing on the Committee on Foreign Investment in the United States (CFIUS), government procurement, and commercial advocacy, as well as issues involving energy and environmental industries, South Asia, and ASEAN. 

Prior to joining OCC-IC, Will worked at firms in Washington, D.C. and Frankfurt, Germany, advising clients on trade remedies, customs compliance, and mergers and acquisitions. Will also taught at the University of Mainz in Germany as a lecturer on U.S. law in international business and international litigation.  In addition, Will assisted the school’s Jessup and Vis moot court teams, and coached the school’s Foreign Direct Investment team to a 4th place performance.

Will received his JD from the University of Georgia School of Law where he gained trial experience in the Athens Clarke County District Attorney’s office, and worked for firms in Atlanta and Savannah, Georgia. While at UGA Law, he was Conference Editor on the Georgia Journal of International and Comparative Law, and a member of the UGA  moot court and business negotiations teams. Will competed in the Vis International Commercial Arbitration Moot in Vienna, Austria, where UGA finished 2nd in preliminary rounds and in the top 16 in elimination rounds, and Will received an honorable mention for best oralist.

Will is originally from Sugar Hill, Georgia, and studied philosophy and religion at the University of Georgia, where he played and coached club water polo. Will and his wife, Maggie, met while competing against each other at a Vis pre-moot in Miami. The two live in D.C. with their son Teddy.
