Terri Ware, Deputy Chief Information Officer, Office of Policy and Business Management

Terri Ware serves as the Deputy Chief Information Officer (DCIO) for the Office of Policy and Business Management (OPBM).

As the DCIO, Terri is responsible for the management, oversight, and risk management of the Department’s $2.6 Billion IT Portfolio. Terri manages the Chief Information Officer’s (CIO) budget and provides oversight of the Department’s major information technology (IT) initiatives including Capital Planning, Records Management, Federal IT Acquisition Reform Act (FITARA), and the Commerce IT Review Board (CITRB).

Before coming to Commerce, Terri served as the Executive Officer to the CIO for the Department of Homeland Security/Federal Emergency Management Agency (FEMA). There she implemented FEMA’s Project Management Office (PMO) where she managed strategic planning and risk management. Additionally, Terri served as the CIO’s lead for IT regional coordination.

Terri has over 40 years experience in the Federal and Local government, and the private sector. While she was the first appointed CIO for Prince George’s County, Terri oversaw the transition of the county’s 911 Emergency Operations Center to a multi-service (combined police, fire, and sheriff) configuration. During her time at the Department of the Navy - Space and Naval Warfare Systems Command (SPAWAR), she served as a Senior Logistics Engineer supporting SPAWAR’s mission critical Navy EHF SATCOM Program deployed on all ships, submarines and shore sites. Prior to the Navy, Terri worked as a Systems Engineering consultant and Acoustical Engineering consultant with several private technology firms in the Washington, DC, area.

Terri received a Bachelor of Science Degree in Industrial Engineering from Fairleigh Dickinson University, a Master of Public Policy from the University of Maryland and an Advanced Master’s Certificate in Project Management from George Washington University. She is a recipient of the Department of Commerce Bronze Award and DOC Secretarial Silver Award.
