Glenn Kaminsky

Assistant Chief Counsel

Glenn Kaminsky is an Assistant Chief Counsel with the Office of Chief Counsel for International Commerce (OCCIC).  Glenn has been with OCCIC since 2019, specializing in customs and trade facilitation, economic sanctions, and supply chain resilience matters.  Glenn also provides expert counsel on information communications technology, energy, environmental technology, and transportation matters, and frequently represents the Department as part of international trade negotiations.

Prior to joining OCCIC, Glenn served for 10 years as a Senior Attorney in the Office of the General Counsel at the Department of Homeland Security, where he worked on international trade enforcement, telecommunications, and foreign investment matters.  Glenn also previously served as a Senior Attorney focused on export controls enforcement and regulation with the Office of the Chief Counsel for Industry and Security at the Department of Commerce, where he began his federal government career in 2001.  Glenn participated in the Brookings LEGIS Fellowship Program (Sept. 2005 – May 2006), serving as a Legislative Aide in the Office of Senator Joseph I. Lieberman, advising the Senator and his staff on international trade, nonproliferation and other economic policy and international affairs matters. 

Glenn also has prior experience as an Associate in the corporate and international project finance group at the international law firm Akin Gump Strauss Hauer & Feld LLP in Washington.  During law school, Glenn served as a legal extern in the Office of the Legal Adviser at the U.S. Department of State, where he worked on international law enforcement matters including extradition, mutual legal assistance and anti-terrorism programs. He has a B.A. in Comparative Politics from Pomona College in Claremont California, and a J.D. from the University of Michigan Law School, where he served as an associate editor of the Michigan Journal of International Law.

Glenn is originally from Johnstown, Pennsylvania, known primarily for enduring some of the largest floods in U.S. history, and for being the basis for the much-loved hockey film, Slap Shot.  Glenn and his wife Toby like to play tennis and golf, take walks with their cockapoo Winnie, and chase after their young daughter, Bella. Among Glenn’s proudest achievements during his time in Government is creating and managing not one but two softball teams with colleagues at the Department of Commerce (the DOC Sox) and Homeland Security (Surf and Turf).
