Jillian Casey

Jillian Casey is an Attorney Advisor in the Office of the Chief Counsel for International Commerce at the U.S. Department of Commerce.  Her practice focuses on Investment; Energy; Standards; Trade Event Promotion Programs and Trade Missions; and Health.  She also covers issues relating to Middle East and North Africa and South Asia.

Prior to joining OCC-IC, Jillian worked in private practice where she represented sovereign states and private parties in the resolution of complex investment disputes before international tribunals, including proceedings before the Permanent Court of Arbitration (PCA) and International Centre for Settlement of Investment Disputes (ICSID) under bilateral investment treaties.  She also represented foreign sovereigns and their agencies and instrumentalities in disputes and negotiations arising out of the Foreign Sovereign Immunities Act (FSIA) and counseled corporations regarding business and human rights regulations and pertinent litigation risks.

Jillian graduated from Georgetown Law with a Juris Doctor degree and a certificate in Refugees and Humanitarian Emergencies, where she served on the Executive Board for the Georgetown Journal of Gender and the Law.  She also holds a Master of Arts degree in International Relations from Aberystwyth University where, as a Fulbright scholar, she analyzed how economic and societal factors affected women’s literacy in Sub-Saharan Africa.  She earned her Bachelor of Arts degree in Political Science from Elizabethtown College in Pennsylvania.

In addition to her research as a Fulbright scholar, Jillian has written and presented on a range of issues, including research on the Presidential Medal of Freedom that has been featured in The New York Times and The Washington Post.

Jillian is a former collegiate cross-country and track athlete and enjoys outings with her husband Matt and husky Nico.

She is a member of the D.C. bar.
