OFFICE OF POLICY AND STRATEGIC PLANNING

SECTION 1. PURPOSE.

.01 This Order establishes and prescribes the functions of the Office of Policy and Strategic Planning (OPSP).

.02 This revision establishes the Technology Council and provides authority for the Director of OPSP to designate or appoint a Senior Policy Advisor for Technology and Privacy.

SECTION 2. STATUS AND LINE OF AUTHORITY.

The OPSP shall be headed by a Director who shall report to and be responsible to the Chief of Staff. The Director shall designate or appoint a Director of the Center for Faith-Based and Community Initiatives who will serve as the liaison and point of contact with the White House Office of Faith-Based and Community Initiatives (White House OFBCI). In addition, the Director shall designate or appoint a Senior Policy Advisor for Technology and Privacy.

SECTION 3. FUNCTIONS.

.01 The OPSP shall, through the Chief of Staff, advise and support the Secretary and Deputy Secretary on assigned policy matters; ensure effective policy coordination of correspondence; and provide logistical support for the Secretary's calendar to ensure proper interagency integration and support of identified goals.

a. Advise on, or support directly, the planning, formulation, dissemination, coordination, analysis, and action regarding short- and long-term policy matters of direct interest to the Secretary or Deputy Secretary.

b. Disseminate to Department of Commerce (Department) offices and operating units information on new policy assignments, assign lead responsibility for each issue, and ensure complete and timely resolution of related issues.

c. Coordinate, as appropriate, with heads of Department offices and operating units when a particular policy matter requires a consolidated Department position.

d. Ensure effective and timely policy guidance for the Secretary's and Deputy Secretary's personal correspondence and for correspondence of the immediate Office of the Secretary.

.02 Perform analyses of policy matters and issues of importance to the Secretary or Deputy Secretary and prepare oral briefings or written reports, as appropriate.

.03 The Center for Faith-Based and Community Initiatives will coordinate Department efforts, as detailed in Executive Order (E.O.) 13342, to eliminate regulatory, contracting, and other programmatic obstacles to the participation of faith-based and other community organizations in the provision of social and community services. It shall:

a. Coordinate a comprehensive Department effort to incorporate faith-based and other community organizations in agency programs and initiatives to the greatest extent possible;

b. Propose the development of innovative pilot and demonstration programs to increase the participation of faith-based and other community organizations in Federal, as well as State and local, initiatives;

c. Develop and coordinate agency outreach efforts to disseminate information more effectively to faith-based and other community organizations; and

d. Submit reports to the President through the White House OFBCI, as detailed in Section 4 of E.O. 13342.

.04 The Technology Council, chaired by the Director or, in his or her absence, by the Senior Policy Advisor for Technology and Privacy, will provide a forum for information-sharing, analysis, and deliberation of technology policy issues that cut across bureaus within the Department. The Council shall be composed of the heads of the following operating units and offices (or their designees), together with such other Department participants as may be designated by the Director: International Trade Administration, Bureau of Industry and Security, National Telecommunications and Information Administration, National Institute of Standards and Technology, Economic Development Administration, Minority Business Development Agency, Economics and Statistics Administration, National Oceanic and Atmospheric Administration, Patent and Trademark Office, Office of the Coordinator for International Intellectual Property Enforcement, Office of General Counsel, Office of Legislative and Intergovernmental Affairs, Office of the Chief Information Officer, and Office of the Chief Financial Officer and Assistant Secretary for Administration. The Council shall be assisted in its work by a Technology Coordinating Committee composed of senior officials from each of the operating units and offices represented on the Council and chaired by the Director or, in his or her absence, by the Senior Policy Advisor for Technology and Privacy.

SECTION 4. EFFECT ON OTHER ORDERS.

This Order supersedes Department Organization Order 15-22, dated July 16, 2004. Signed by: Secretary of Commerce
