How to File a Claim

Employees’ Compensation Operations Management Portal (ECOMP) is a web-based application hosted by the DOL’s Office of Workers’ Compensation Program (OWCP). It provides Federal agencies with an electronic system for recording and reporting workplace injuries and illnesses in accordance with the Occupational Safety and Health Administration (OSHA) requirements and processing claims under the FECA. All DOC bureaus use ECOMP to process their injury and illness incident reports (e.g., OSHA-301 form) and file their workers’ compensation claims (e.g., CA-1 or CA-2 forms).

  1. New Users register and create an account in ECOMP
  2. Complete OSHA-301 form, Injury and Illness report
  3. Initiate a new claim by filing either a CA-1, Federal Employee’s Notice of Traumatic Injury and Claim for Continuation of Pay/Compensation, or a CA-2, Notice of Occupational Disease and Claim for Compensation

When you create an ECOMP account, it is advisable to use your personal email address. This ensures continuous access to your information, even if you change government agencies or leave the government. An account allows you to submit a claim on your own behalf and facilitates communication with OWCP. The OSHA-301 form, Injury and Illness Incident Report, should be completed within 4 calendar days of the incident. Once the OSHA-301 is submitted in ECOMP, it is electronically routed to your immediate supervisor, then to the bureau’s safety staff, and finally to DOL-OSHA for review and determination.  The CA-1 or CA-2 workers’ compensation forms are available after completing the OSHA-301. The CA-1 should be completed within 30 days of the date of injury to be eligible for continuation of pay (COP). Claims filed on form CA-2 are not eligible for COP.  Upon completion of the CA-1 or CA-2 in ECOMP, the form is electronically routed to your immediate supervisor, then to your worker’s compensation specialist for completion of the Agency’s portion of the claim form, and then to DOL-OWCP for review and determination of eligibility for benefits.
